President & Founder
Linda Soubirous is a long-time supporter of law enforcement and police survivors. Linda grew up in a law enforcement family. Her father Don, served as a Deputy with the Orange County Sheriff's Department, retiring with badge #4. Linda's husband Kent, served with the Los Angeles County Sheriff's Department prior to his lateral transfer to the Riverside County Sheriff's Department in 1991. Linda worked as a Registered Nurse at the Loma Linda University Medical Center, Trauma/Surgical/Intensive Care Unit. On Mother's Day, May 9, 1993, while assigned to the RSO contract city of Temecula, Kent was dispatched to an unknown trouble call. Upon his arrival to an apartment complex, he became involved in a domestic violence incident. Unknown to Kent, a man had strangled his girlfriend and was leaving her apartment with his 12 year old son. During contact with the killer, Kent was shot and killed. The killer fled, dropped off his son at a nearby freeway Call Box and later committed suicide. The strangled woman left behind a 6 year old daughter. Linda and Kent had a 16 month old daughter and Linda had just found out she was eight weeks pregnant with a second child. The couple had planned on celebrating the pregnancy and Mother's Day with family later that morning. That celebration never came. Linda was contacted at her home by sheriff's department officials who told her the tragic news that Kent had been shot and killed.
Through all the tragedy and grief, and by the grace of God, Linda was able to rebuild her life. Linda became involved with Concerns of Police Survivors (COPS), soon serving her local chapter (Souther California COPS) as Secretary, Treasurer, and later as Chapter President. A few years later, Linda was elected to the COPS National Board, serving a Pacific Region Trustee. Two years later, Linda was elected as COPS National President, serving in this position for two years (2002-2004). Linda remarried in 1996. Her husband, Michael Soubirous, recently retired from the California Highway Patrol, as a Lieutenant. He served the CHP for 29 years. Linda, Mike and their two daughters, Marissa and Kena (Kena was named after her father Kent), reside in Riverside, California. Linda is very active in her community and is committed to serving police survivors and ensuring the lives of law enforcement officers and the ultimate sacrifice each paid is never, ever forgotten.
While serving as COPS National President, Linda traveled the United States and Canada, attending many police officer memorial services and meeting with many law enforcement officials. Linda learned of the many benefits and services offered to survivors by some municipalities and local organizations. Linda brought these experiences back to Riverside County. It was these experiences that led to her founding the Riverside County Peace Officers' Memorial Foundation. Linda' s passion for helping others fueled her desire to create an organization dedicated to preserving the memory of Riverside County's fallen local, state and federal officers who served and died in Riverside County.
